Eastern European Adoption Coalition's AGENCY
REGISTRY is a list of over 900 volunteers (with e-mail addresses) who will act as both positive
and negative references for over 100 agencies, facilitators, and independent adoptions in Eastern
Europe. The EEAC Agency
Registry offers a means for people to network with people who have common ties, whether
those are agency used, geographical location, children's ages, children's special needs, etc.
In the registry, families have volunteered to offer their help to those just beginning with
honest answers and experiences about the agency or facilitator they used for their adoption.
To use the EEAC Agency Registry, locate the agency(ies) or facilitator you are considering using
and then contact the families listed there directly at their e-mail addresses. If you are considering
an independent adoption, check the listing under "Independent." Feel free to ask the families
specific questions such as "what were the fees" or open-ended questions like "tell me about
your experience". When they placed their name on the Registry, they agreed to try to help others
with this vital information-gathering.

has a list
of some agencies that have Russian programs that have websites.
A change in Russian law in April 2000 required all adoption agencies to be
certified by a new bureaucracy. It is possible that some agencies and independent facilitators
will not be certified under the new law. Until certification information is available, you
will have to check with the agencies.
When working with an accredited
agency, referrals may be received without traveling to Russia. When working with these
agencies, some regions are on the 'one trip' system that was used before the April 2000 law
change. The list of accredited agencies is available on this Russian
website.
If cost is a major concern, you might want to look into independent adoption
from Ukraine, which is outside the scope of Adopting from Russia. It costs less, but
be aware that the amount of time you must spend abroad is generally longer. Cathy Harris
has adopted from Ukraine and is active in helping others to do so. There are more links about
Ukrainian adoption on the Links page.
